  • George is a Senior Counsel in the Regulatory and Government Advisory Practice, bringing fifteen years of expertise in government, regulatory, tax advisory, public law, and dispute resolution. 

    George has extensive experience advising government and private entities on a wide range of legal and regulatory matters. He also acts as an arbitrator in various contractual and construction disputes and provides strategic advice to private clients challenging government decisions.

    Before joining Hadef & Partners, George served as a judge for a decade, focusing on government contracts and investment disputes. During this time, he also acted as a legal advisor to key Ministries - Industry, Electricity, and Petroleum - providing strategic counsel on a wide range of legal and regulatory issues. George's advisory role extended to drafting and reviewing various regulations, decisions, contracts, and concession agreements.

    George began his career as a corporate lawyer at a prominent financial institution, where he assisted in drafting, reviewing, and negotiating bilateral and syndicated loan agreements, security instruments, guarantees, and service-level agreements. He has also worked as a legal consultant at the World Bank in Washington, D.C., gaining valuable insights into international legal frameworks.

    George holds a distinguished academic record, including an LL.M. from New York University School of Law (NYU) and an LL.M. in International Business Law from Indiana University, USA. He also holds an LL.M. in Administrative Law and an LL.B. from Ain Shams University in Cairo, Egypt. George is fluent in both English and Arabic. He is duly qualified in New York and Egypt and is a solicitor of England and Wales.

    • Advised a government entity on an investor-state arbitration dispute.
    • Advised a government entity on multilateral free trade agreement negotiations.
    • Drafted various corporate tax law implementing ministerial and cabinet decisions, covering the free zones regime, administrative penalties, participation exemption, tax grouping, tax residency, and general interest limitation rule.
    • Drafted an amendment to corporate tax law.
    • Drafted laws establishing federal and emirate-level government-owned entities and companies.
    • Drafted an amendment to the collection of public debts and revenues law, as well as to the public debt law. 
    • Advised on drafting the tax procedures law and its executive regulation.
    • Advised on the regulatory framework for antidumping, subsidies, and countervailing measures in the UAE and the GCC.
    • Advised on merger controls, concentration, harmful behavior, and other competition law matters.
    • Advised on foreign ownership restrictions and licensing requirements for conducting business in the UAE.
    • Advised on matters related to international tax compliance and exchange of tax information under the common reporting standard and FATCA. 
    • Advised a government entity on the authorization to use administrative seizure to recover debts.
    • Advised on a dispute between two government entities regarding refunding amounts deducted by one of them to settle a debt owed by a subsidiary of the other.
    • Advised a government entity on the civil liability of foreign operators of nuclear installations under local law and relevant international agreements.
